The Higher Education Bursary (previously known as MOE Bursary) is funded by the Singapore Government and provides financial assistance to needy Singapore Citizens pursuing their first MOE-subsidised undergraduate programmes at Singapore University of Social Sciences (SUSS). Monetary in nature, they are awarded based on financial needs.

Henry Tay Awards
The Henry Tay Awards are open to deserving Singapore Citizen undergraduates with financial needs from Bachelor of Social Work or BSc Psychology programmes.
To be eligible for the grant, students must meet the following criteria:
- Part-time undergraduate student from Bachelor of Social Work or BSc Psychology programmes;
- With financial needs based on MOE’s prevailing per capita income (PCI) tiering – Tier 1, 2, 3

The Octava Foundation Limited is providing study awards, valued at S$8,000 each (total amount for 4 academic years) to eligible youths who are pursuing part-time undergraduate programmes at SUSS.
To be eligible for the study award, student must meet the following requirements:
- Hold an ITE qualification
- Current part-time undergraduates who are in their 1st semester of studies, or prospective students who will be enrolling in a part-time undergraduate programme at SUSS

The Tuition Fee Loan (TFL) is a Government education loan to help students in their payment of tuition fees.
Singapore University of Social Sciences (SUSS) has appointed DBS Bank Ltd as the agent to administer the TFL Scheme on behalf of the University.
Students who have applied for TFL through DBS will first receive the status of their loan account from the bank, and subsequently a final email notification from SUSS if their applications are successful and accepted. The TFL application is only completed and confirmed, upon the issuance of this final email notification from SUSS.
Eligibility
The TFL is available to subsidised Singapore Citizens (SC) pursuing MOE-subsidised undergraduate programmes at the University.
The following categories of students are not eligible for TFL:
- Students receiving Government/Statutory Board/SUSS scholarships which cover 100% tuition fees
- Students receiving Mendaki Study Loan Part Time Scheme (Degree) which covers 100% tuition fees
- Students who are taking non-undergraduate programmes
- Students who are not receiving MOE fee subsidy for their undergraduate programmes
- Students who are not Singapore Citizen, i.e. Permanent Residents or Other Residents
Loan Quantum
The TFL covers up to 90% of the subsidised tuition fee payable by SC. It does not cover any other miscellaneous fees. You may choose any of these loan quanta: 30%/50%/80%/90% of the total subsidised tuition fees.
Guarantor
You will need a guarantor to apply for TFL. Although there is no income qualification, your guarantor must be:
- A Singapore Citizen
- Between 21 or 60 years
- Not a bankrupt
Repayment
The repayment terms are as follows:
- Repayment of the loan can be made in one lump sum or by equal monthly instalments, commencing not later than 2 years after graduation.
- The minimum amount of repayment is S$100 per month and the maximum repayment period is 20 years
- In the event that the borrower leaves the University without completing the degree programme, the loan outstanding will immediately become due and payable. The borrower may, however, repay the outstanding sum by monthly on such terms and conditions as stipulated by SUSS
Interest Rate
Interest will commence after the borrower's graduation.
The following interest rates will be applicable to all new Government education loan (i.e. Tuition Fee Loan and Study Loan) agreements signed on and after 1 April 2024.

- Please visit Tuition Fee Loan | DBS Singapore and follow the instructions under the ‘Apply Now’ section to submit your TFL application online via the DBS digibank app. Please submit your application by the stipulated submission deadline above. After submitting, the bank will issue you the loan account number.
- Please be informed that you and your guarantor are required to complete the TFL application via DBS digibank. Otherwise your application will be considered as incomplete.
Important Note:I Digital TFL Application is only applicable to applications with Guarantors who are Singapore Citizens/Permanent Residents and Foreigners who are pass-holders (Residing or working in Singapore). If your Guarantor is neither residing nor working in Singapore please refer to the guide for more information on how to apply for your TFL.
The bank will take approximately 7 working days to process your TFL application and thereafter inform SUSS on the the loan account status of your application.
If your application is successful, SUSS will notify you by email on the balance of the course fee amount payable at your end, after receiving confirmation from the bank. Please note that your TFL application is only confirmed, upon receiving this email from SUSS.

Eligibility
The SL is available to subsidised Singapore Citizens pursuing MOE-subsidised undergraduate degree programmes at the University, who have applied for the TFL or a loan with any registered government organisation.
The students must also meet the income criteria of gross monthly household per capita income of S$2,700 or below.
Loan Criteria and Quantum
The SL will be awarded on a means-tested (i.e., needs analysis) basis. The loan quantum is based on the student's Gross Monthly Household Per Capita Income (PCI):

Interest Rate
For students under Tier 1 Study Loan scheme, interest is waived during the repayment period of 5 years. Interest will start accruing if repayment is made beyond the 5-year period.
For students under the Tier 2 Study Loan scheme, interest will commence after the borrower's graduation.

How to Apply (2-Part Process)

Part 1 of SL application
- To apply, submit the online SL Application Form and the required supporting documents before the stipulated deadline.
- If your application is successful, you will be notified by SUSS within 7 working days of your TFL approval from DBS bank via email (note: only successful applicants will be notified).
Part 2 of SL application
- Upon receiving the email notification from the University, please note that you and your guarantor are required to upload the SL approval letter (issued by the University) and complete the Study Loan form via DBS digibank. Otherwise your application will be considered as incomplete.
In the meantime, you may read through this guide to learn more about what you need to prepare in advance for the submission.
- Upon receiving the confirmation of your Study Loan form submission via DBS digibank, SUSS will notify you via email of the balance of the course fee amount payable on your end, i.e., total course fee payable less your Tuition Fee Loan, Study Loan and any other loan to finance the tuition fees.
- DBS will then update SUSS on your successful Study Loan application and you should receive an annual statement from the bank for your reference.

Value of the Grant
The value of the grant for each eligible recipient is $1,000 which will be given as outright cash via PayNow (NRIC).

How to Apply
Application for SUSS Student Care Fund is open all year round. To apply, please click here to submit your online application with supporting documents. Applications without supporting documents would be considered incomplete and will not be processed.
Applicants will be notified of the outcome via email within 2 weeks of your application.
The University reserves the right to amend the terms and conditions for the grant or to terminate this financial aid at its sole discretion without prior notice.
The SUSS Tech Grant is designed to provide financial assistance to SUSS students for the purchase of technology-related items essential for their academic needs. These items include technological devices, such as laptops, tablets, and any other technology-related devices or software deemed eligible by SUSS.
Note: Software programmes like Microsoft Office, Adobe, SPSS, etc., are not covered under this grant.
Eligibility
- Available to full-time and part-time undergraduate students who are Singapore Citizens (SC) or Permanent Residents (PR).
- A maximum of 20 grants will be awarded per semester.
- Students must meet the income criteria: Monthly Household Per Capita Income (PCI) ≤ S$1,000, based on information submitted during their Higher Education Bursary/ Higher Education Community Bursary applications (reviewed periodically).
Notification for Eligible Students
- Students granted a bursary based on SUSS records will be notified via email of their eligibility to apply for the Tech Grant.
- Students who do not receive an email but meet the criteria may contact Student Life at [email protected] during the application period to apply.
Grant Details
- Reimbursement Amount: Up to S$500
- Each student is eligible to receive the grant only once during their candidature.

In support of Singapore's continued focus in encouraging marriage and parenthood, all part-time adult students will qualify for two free courses when they get married or have children during their programme of study.
Eligibility
- They must be a Singapore Citizen or Singapore Permanent Resident
- They must have registered their marriage on or after the implementation date of the scheme, which is 23 July 2018 and during their programme of study
- Their child/children must be born/adopted on or after the implementation date of the scheme, which is 23 July 2018 and during their programme of study
Both husband and wife are eligible for the scheme individually, if they are both students of SUSS.

The Post Secondary Education Account (PSEA) scheme helps parents save for their children's post-secondary education by maintaining a Post-Secondary Education Account (PSEA) for each eligible child. This is part of the Government's efforts to encourage every Singaporean to complete his post-secondary education. It also underscores the Government's commitment to support families in investing in the future education of their children, and to prepare them for the economy of the future. PSEA is not a bank account. It is administered by the Ministry of Education and is open automatically for all eligible Singaporeans.
Students may apply to use their own or their siblings' PSEA to pay fees to be incurred at Singapore University of Social Sciences, among other approved institutions.
PSEA Balance
Edusave Account balances of students, if any, will be transferred to their PSEA. You can visit the MOE PSEA Scheme website to find out more details on the PSEA Scheme. The Yellow Ribbon Fund STAR (Skills Training Assistance to Restart) Bursary is targeted at low-income ex-offenders who are keen to pursue a tertiary education. It provides financial support by funding its beneficiaries' tuition fees.
