CCS251 Policy Making in China examines how public policies are formulated, rationalized and implemented in China. Public policies in the Chinese economy and social sector are examined, dispelling the myth of a monolithic, top-down Leninist policy-making process. Instead, there have always been significant policy variations and experimentations throughout China and the bureaucratic system has always been pluralist and fragmented both horizontally and vertically. The making of public policies in China is characterized by protracted bargaining and incremental consensus-building. Students learn to appreciate the particularistic ways in which public policies are made and come to understand the complex problems of governing China.
