Should experts be called or should the reliance be placed on the witnesses of fact. In addition, how do experts aid the court in comprehending the complexities of financial fraud cases.

The Honourable Justice Hoo Sheau Peng
Justice Hoo Sheau Peng was appointed Judicial Commissioner on 30 September 2014 and a High Court Judge on 30 September 2017.
In 1993, Justice Hoo began her career as a Justices’ Law Clerk of the Supreme Court.
From 1996 to 1998, she served as an Assistant Registrar of the Supreme Court, and then joined the Subordinate Courts as a District Judge. From 2008 to 2011, she was appointed as a Principal District Judge and the Registrar of the Subordinate Courts.
From 2011 to 2014, Justice Hoo served as Deputy Chief Counsel (Advisory and Administration) of the Civil Division of the Attorney-General’s Chambers. Concurrently, she was appointed as the Deputy Chief of Staff of the Singapore Legal Service.
Presently, Justice Hoo is the Judge in Charge of the General Division of the High Court. She is also a governor of the Singapore Judicial College, and a member of the Sentencing Advisory Panel.

Associate Professor Darren Koh
Associate Professor Darren Koh, Vice Dean and Head of Taxation Programme at the Singapore University of Social Sciences, graduated top of his class at the University of Buckingham, winning the Maxwell Law Prize for his year, and was called to the Bar in England & Wales. He is also a Chartered Accountant (England and Wales) and a Chartered Tax Adviser (United Kingdom).
He embarked on a tax career with PricewaterhouseCoopers in London and KPMG in Hong Kong, and then as in-house counsel in industry with Procter & Gamble. He has also spent 2 years in International Law at the United Nations handling war reparation claims filed against Iraq after the first Gulf War. He left Procter & Gamble for academia, joining the School of Business of SIM University (now the Singapore University of Social Sciences) then as Head of Area – Taxation and Business Law, and is now with the School of Law as Vice-Dean as well as the Head of Programme for the Master of Taxation. He was also a member of the Income Tax Board of Review, hearing appeals on tax cases.
Darren has a keen interest in international taxation, and in particular, in the field of transfer pricing and the tax efficient supply-change structuring. He has a keener in interest in education and training, and is always looking for ways to convince people that tax is not boring!
Ms Stacy Chai
Ms Stacy Chai Partner, Forensic & Integrity Services at Ernst & Young Advisory Pte. Ltd. She has over 23 years of experience in the areas of accounting, auditing and forensic accounting, and has specialized in investigations, anti-corruption and litigation support work in the last 16 years.
Stacy has been leading fact-finding and forensics investigations across ASEAN into, amongst others, business failures, fraudulent acts, violations of Singapore Exchange listing rules, financial irregularities, conflict of interest, breach of fiduciary duties, and corrupt practices. Stacy has worked closely with regulators and enforcement agencies in Singapore, and her work has also been used for criminal prosecution and civil litigations.
Stacy has led several litigations and dispute matters in Singapore. In particular, she was the forensic accountant for a shareholder dispute matter and appeared in court to provide expert testimony.
Stacy has also been leading and providing oversight for multiple proactive fraud risk reviews for clients in the ASEAN region. She brings with her vast experience of investigations and knowledge of ethical dilemmas and fraud scenarios into such projects. She has guided teams and clients on approaches and methodologies on developing frameworks and risk management assessments, as well as remediation plans for improvement.
Stacy is a frequent speaker at conferences on fraud matters and guest lectures on Fraud and Ethics at one of the Singapore universities. She is currently one of the key facilitators for the NTU FlexiMasters “Investigative Forensics Accounting and Digital Forensics” module. She was also interviewed on one of Singapore’s radio stations on corporate fraud.

Mr Alexander Woon
Alexander Woon is a Singapore-qualified lawyer whose practice focuses on criminal law and legal technology & innovation. He is currently Provost’s Chair at the Singapore University of Social Sciences (SUSS), School of Law. Alexander is the course leader for Criminal Law, and also Law and Emerging Technologies. Alexander also practices law at RHTLaw Asia.
Prior to joining SUSS, Alexander was Deputy Director of the Office of Transformation and Innovation (Judiciary). Alexander started his career as a Deputy Public Prosecutor/State Counsel with the Attorney-General’s Chambers (“AGC”), Financial and Technology Crime Division, concurrently appointed to the Technology Crime Unit.
