Eligibility

Tenderers are to fulfill the following critical criteria for their submissions to be further evaluated:

• The Tenderer shall be registered with the Government Supplier Registration (GSR, formerly known as EPPU Registration) under the Supply Head EPU/CMP/10 – Computer Hardware and Software Products, Software Development and Maintenance of System, Equipment & Computers, of Financial Grade S7 (up to $5,000,000) or above.

• The Tenderer (including his officials) shall not be suspended or debarred by the University or the Standing Committee on Debarment, c/o Ministry of Finance from participating in the University’s tender opportunities or public sector tenders respectively or be facing any disciplinary action.

• The Tenderer’s proposed system shall be a Software-as-a-Service (SaaS) solution.

• The Tenderer’s proposed System shall be ISO 27001, or Multi-Tier Cloud Security Standard for Singapore (MTCS SS), or Systems and Organisation Controls (SOC) 2 Type 2 certified.

The Employer reserves the right to disqualify any Tenderer that is assessed to be financially inviable to undertake the Contract; or involved in any actual or threatened litigation or winding up proceeding, or a petition for or placed under judicial management.
