Financial Aid for Law Students
There are various types of financial aid available to Law students who need financial assistance.
The Central Provident Fund (CPF) Education Loan Scheme is available to all subsidised SUSS full-time undergraduate students who are Singapore Citizens (SC) or Singapore Permanent Residents (PR) studying in the MOE-subsidised degree programmes at SUSS. This scheme cannot be used to pay miscellaneous fees.
As stipulated by the CPF Board, you can use your own, your spouse's or your parents' CPF savings to pay for your tuition fees. The use of a sibling's CPF savings is only considered on a case-by-case basis.
Repayment
Repayment will start one year after graduation or on leaving the programme, whichever is earlier. The student has to repay the full amount of CPF savings withdrawn and the interest from the time the savings are withdrawn in cash. The interest, which is based on the prevailing CPF interest rate, will be credited into the CPF account of the member whose savings had been used. The repayment can be made in one lump sum or by monthly instalments over a maximum period of 12 years. For outstanding amounts of up to S$10,000, the minimum repayment per month is S$100.
Guarantor
With effect from 1 April 2005, CPF Board has waived the need for students to furnish a guarantor for applications to use CPF savings for education.

The Mendaki Tertiary Tuition Fee Subsidy scheme is an education subsidy for Malay students to cover their tuition fees at tertiary institutions.
With effect from 1 January 2011, students with Malay as their first component race of a double-barrelled race (i.e. Malay-Indian or Malay-Chinese) are also eligible for the scheme.

The Higher Education Student Loan (HESL) is a Government education loan for students who need assistance to finance their tertiary studies when they pursue approved MOE-subsidised undergraduate programmes at SUSS. This scheme will commence from 1 July 2026 and replace the existing Tuition Fee Loan (TFL) and Study Loan (SL) which will now be merged under the new loan scheme.
SUSS has stopped accepting new TFL and SL applications from 1 June 2026 i.e. last day of application on 31 May 2026. Students who wish to apply for a loan after the cut-off date can apply for the HESL from 1 July 2026.
The components of HESL are as follows:

- Living Allowance (LA) Loan
- Overseas Student Programme (OSP)
SUSS has appointed DBS Bank Ltd as the agent to administer the HESL Scheme on behalf of the University.
Eligibility
The HESL is available to all Law students of Singapore University of Social Sciences who are Singapore Citizens (SC) or Singapore Permanent Residents (PR).
The following categories of students are not eligible for HESL:
- Students receiving Government/Statutory Board/SUSS scholarships which cover 100% tuition fees
- Students using Central Provident Fund ("CPF") savings for payment of 100% of the tuition fees
- Students receiving 100% tuition fee subsidy from Mendaki
- Students who are not SC or PR
The total loan amounts (from both the HESL and other loans) should not exceed 100% of tuition fees payable by the student.
Loan Quantum
The base provision of HESL covers up to 90%/65% of the subsidised tuition fee payable by SC/PR respectively. The BFC covers the 10% of the remaining subsidised fees payable for SC students not covered by the base provision. Other miscellaneous fees are not covered by HESL.
Eligible students can decide if they wish to take up the base provision only, or the base provision and means-tested provision.

Guarantor
You will need a guarantor to apply for HESL. The criteria for the guarantor are as follows:
- Above 21 years but not exceeding 60 years (at the point of loan application)
- Must not be an undischarged bankrupt
- A Singapore Citizen (SC) if applicant is a SC; a SC or Singapore Permanent Resident (SPR) if applicant is a SPR
Repayment
The repayment terms are as follows:
- Repayment of the loan can be made in one lump sum or by equal monthly instalments, commencing not later than 1 year after graduation.
- The minimum amount of repayment is S$100 per month and the maximum repayment period is 10 years.
Interest Rate
HESL is interest-free during the course of study, with interest commencing upon the borrower's graduation or leaving the institution.
The following interest rates will be applicable to HESL scheme.

The interest rates above will be revised on a half-yearly basis based on the 3M SORA published on the Monetary Authority of Singapore’s (MAS) website on 1 March (for the period 1 April to 30 September) or 1 September (for the period 1 October to 31 March of the following calendar year). For instances where 1 March and/or 1 September falls on a weekend and/or a public holiday and rates are not published by MAS, the interest rate will take reference from the 3M SORA published on the Singapore business day before. You can visit DBS website for the applicable interest rates on every 1 April and 1 October.

Students who wish to apply for the HESL can do so via the new StudentLoanSG (SLSG) portal (address: https://go.gov.sg/slsg), which will also be launched on 1 July 2026 10am. As a start, the portal will accept HESL application from the following students who can use their Singpass account:
- Newly matriculated students in Academic Year (AY) 2026 intake; and
- Existing students (before AY2026 intake) who do not have TFL and SL for their current course of study.
- Please visit StudentLoanSG and login with your Singpass to submit your HESL application. Please submit your application by the stipulated submission deadline above.
- Please be informed that you and your guarantor are required to complete the HESL application via StudentLoanSG. Otherwise, your application will be considered as incomplete.
- Applicants applying additionally for BFC and/or LA loan and/or OSP provision are required to apply with SUSS first for means-testing, before submitting an application for HESL via StudentLoanSG.
- Applications submitted for the Means-tested Provision without the complete set of supporting documents will be deemed as incomplete and will not be processed.

Starting from the July 2026 semester, all income information required to assess bursary applications will be automatically retrieved from the Government’s Household Means Eligibility System (HOMES).
Please note the following:
(1) If you and/or your family member(s) have applied for any of the Government schemes listed here in the last 6 months from the point of your bursary application, you will not need to upload any additional supporting documents for your bursary application.
(2) If you and/or your family member(s) have other sources of assessable income reflected in the latest IRAS’s NOA, please declare this under the eApplication field “Other Sources of Income to Cover Family Expenses” and upload the consent form completed by all household members and NOA under the eApplication field “Other Supporting Documents”. Example of taxable income can be found on the IRAS website under the “Income from other sources” section.
This uploading of consent form and supporting documents is mandatory if you have these other sources of assessable income, even if you have applied for the Government schemes in the last 6 months indicated under (1).

SUSS Study Awards for Law
The SUSS Study Awards for Law is open to current Bachelor of Laws (LLB) and Juris Doctor (JD) students.
Applicants must be Singapore citizens with financial needs and must achieve at least a cumulative Grade Point Average of 3.5 at point of study award application.
The value of each study award is S$3,000 and will be used to offset against the tuition fees for the semester. It is awarded based on applicant's Gross Monthly Household Per Capital Income (PCI)1 or Monthly Gross Household Income (GHI)2, or evidence of financial difficulties.
1PCI refers to gross monthly household Per Capita Income (PCI) and is computed based on GHI divided by the number of immediate and non-immediate family members living in the same household.
2GHI refers to gross monthly household income of immediate and non-immediate family members, where:
For Unmarried Students:
- Immediate family members include parents who may or may not be living together with the student.

SUSS Business and Community Circle Study Grants [New]
The SUSS Business and Community Circle Study Grants are established to support financially disadvantaged students in the Bachelor of Laws and Juris Doctor programmes offered by the Singapore University of Social Sciences (SUSS), who have been awarded the Higher Education Community Bursary/ Higher Education Bursary in the same academic year.
Value of Study Award
Each study grant is valued at S$1,000 each and is used to pay the course fee of the awarded semester. There is no bond attached to the study grant.

Application period: 1 February – 15 March
To apply, you need to submit your e-application together with the supporting documents by the stipulated closing date. Applications without supporting documents will be deemed as incomplete and will not be processed. For new students, you must be accepted for admission first before submitting your application for the study grant.

Choo Swee Tong Study Awards
The Choo Swee Tong Study Award aims to provide financial assistance to deserving current students in the Bachelor of Laws and Juris Doctor programmes offered by the Singapore University of Social Sciences (SUSS).
Eligibility Criteria
- Completed one year of academic study in the School of Law;
- Have a dependent staying in the same household. The term ‘dependent’ shall refer to (i) a child or children below 18 years of age; or (ii) a child or children above 18 years of age who is/are enrolled in an institute of higher learning; and/or (iii) elderly parents who are not in receipt of an income; and
- Monthly household income per capita (PCI) does not exceed S$4,300.
Tenure of Study Award
The tenure of this study award is one academic year. There is no bond attached to the study award.
Value of Study Award
Each study award is S$3,750 and will be used within the awarded academic year (2 semesters) to offset the recipient's tuition fees.

This award is made possible through the generosity of Mr Sat Pal Khattar, a distinguished lawyer and businessman. He was the founding partner of Khattar Wong & Partners, one of Singapore’s largest law firms, and is Chairman of Khattar Holdings. Mr Khattar was the first Singaporean to receive the Padma Shri, India’s fourth-highest civilian honour.

- Possess impressive academic and co-curricular activities records, strong language skills, and demonstrable leadership qualities;

- Minimum CGPA of 3.5.

The SLAW Resilience Study Award aims to support LAWLLB and LAWJD students who are motivated and committed to serving society and broader communities, especially the less privileged, to create a positive multiplier effect.

The Justice Choor Singh Study Award aims to provide financial assistance to deserving students in the Bachelor of Laws and Juris Doctor programmes offered by the Singapore University of Social Sciences (SUSS).
Who is Eligible?
You should be a Singapore citizen with impressive academic and co-curricular activities records, strong language skills, and demonstrable leadership qualities. New students must separately seek admission to the programme and must be accepted for admission before being considered for the study award.
Tenure of Study Award
The award quantum will be disbursed to recipients over two years (4 semesters). Selected recipients can re-apply for support for another two years.
Value of Study Award
The value of each study award is capped at S$10,000 each. There is no bond attached to the study award.

The Sant Singh Study Award
The Sant Singh Study Award aims to provide financial assistance to deserving students in the Bachelor of Laws and Juris Doctor programmes offered by the Singapore University of Social Sciences (SUSS).
Who is Eligible?
You should be a Singapore citizen with impressive academic and co-curricular activities records, strong language skills, and demonstrable leadership qualities. New students must separately seek admission to the programme and must be accepted for admission before being considered for the study award.
Tenure of Study Award
The award quantum will be disbursed to recipients over two years (4 semesters). Selected recipients can re-apply for support for another two years.
Value of Study Award
The value of each study award is capped at S$10,000 each. There is no bond attached to the study award.

Wong Lan Eng Study Award
The Wong Lan Eng Study Award for Law is open to current Bachelor of Laws (LLB) and Juris Doctor (JD) students.
The value of the study award is up to S$7,500 and will be used to offset against the tuition fees in each academic year to students with financial needs.
It is awarded based on applicant's Gross Monthly Household Per Capital Income (PCI)1 or Monthly Gross Household Income (GHI)2, or evidence of financial difficulties. Preference will be given to applicants with a per capita income (PCI) of no more than S$2,500.
1PCI refers to gross monthly household Per Capita Income (PCI) and is computed based on GHI divided by the number of immediate and non-immediate family members living in the same household.
2GHI refers to gross monthly household income of immediate and non-immediate family members, where:

Pay It Forward Award
This award is made possible by Dr Lillyn Teh. Dr Teh is an advocate for education as the cornerstone of shaping future pathways for individuals. Having benefited from her parents' support for her own educational journey, Dr Teh is committed to giving back by expanding access to quality education. With a firm belief that education drives social mobility and economic progress, she champions initiatives that promote meaningful learning, encouraging curiosity, creativity, and critical thinking in the next generation.
The Pay It Forward Award is intended to provide additional financial support to students. The Award, disbursed as cash to recipients, can be provided to cover the following:
(1) out-of-pocket costs incurred for overseas learning trips
(2) purchase of laptops for University -related study purposes or
(3) expenses incurred for the participation in competitive sports, as endorsed by the University.
Recipients are strongly encouraged to contribute to the Fund after graduation. In doing so, the Pay It Forward Award can be continually renewed for the benefit of future cohorts.

SUSS Tech Grant
The SUSS Tech Grant is designed to provide financial assistance to SUSS students for the purchase of technology-related items essential for their academic needs. These items include technological devices, such as laptops, tablets, and any other technology-related devices or software deemed eligible by SUSS.
Note: Software programmes like Microsoft Office, Adobe, SPSS, etc., are not covered under this grant.
Eligibility Criteria
- Open to full-time and part-time undergraduate students who are Singapore Citizens (SC) or Permanent Residents (PR).
- A maximum of 20 grants will be awarded per semester.
- Students must meet the income criterion: Monthly Household Per Capita Income (PCI) ≤ S$1,000.
- Students who meet the eligibility criteria may contact Student Life at [email protected] during the application period.
- Students who do not meet the income criterion and have a CGPA of 3.0 and above may apply for the Pay It Forward (Laptop Assistance Scheme).

Learning Exploration Award
The Learning Exploration Award supports students in pursuing overseas experiential opportunities. These may include presenting their papers at international conferences or participating in overseas learning journeys related to their programme of study. Examples include Bachelor of Science in Psychology students presenting their research at an international conference or embarking on an overseas learning journey related to safety and security.

The SLAW Student Support Fund is designed to offer financial assistance to students from the School of Law, aiming to defray the cost of course materials and/or assist with the tuition fees. This fund is managed by the School of Law and any queries should be sent to [email protected].

- Current Bachelor of Laws (LLB) and Juris Doctor (JD) students and achieve a minimum cumulative Grade Point Average of 3.5 at point of application.
- Satisfy the financial eligibility requirements:
- has a monthly household income per capita of no more than $4,300
- shows evidence of financial difficulties
- Is an individual who, in the opinion of the Committee, is likely to practice in the areas of Family or Criminal Law; and
- Shows evidence of participation in community work or service to the school over the last one year immediately preceding the date of the application.

The SUSS Student Care Fund aims to provide contingency financial grant for students facing sudden or immediate financial hardship, arising from unexpected family and life situations. The fund is made possible through the generosity of a group of donors. By alleviating financial stress, it enables students to focus on their academic journey and personal development.

The Post Secondary Education Account (PSEA) scheme helps parents save for their children's post-secondary education by maintaining a Post-Secondary Education Account (PSEA) for each eligible child. This is part of the Government's efforts to encourage every Singaporean to complete his post-secondary education. It also underscores the Government's commitment to support families in investing in the future education of their children, and to prepare them for the economy of the future. PSEA is not a bank account. It is administered by the Ministry of Education and is open automatically for all eligible Singaporeans.
Students may apply to use their own or their siblings' PSEA to pay fees to be incurred at Singapore University of Social Sciences, among other approved institutions.

Termination Request
A SO is a one-time application for automatic withdrawal of PSEA fund until either the fund is used up or when the SO is terminated (SO Termination Form) or replaced (submission of new SO).

With the aim to provide opportunity for potential family and criminal lawyers who are not eligible for the MOE's Tuition Grant to pursue the Law programmes in Singapore University of Social Sciences, the Ministry of Law is pleased to announce the availability of the MinLaw-SUSS Study Award starting 2017.
Tenure of Study Award
The study award is tenable for a period of five (5) years for the Bachelor of Laws (LLB) and four (4) years for Juris Doctor (JD) programme. Capped at S$9,500 each semester, the award will be used to offset the course fee for the semester.
Value of Study Award
Each study award is worth a total of S$95,000 for the LLB or S$76,000 for the JD programme.
Eligibility Criteria
- Must be a Singapore Citizen;
- Not eligible for the MOE Tuition Grant;
- Not sponsored by any organisation for the LLB or JD programme; and
- Monthly household income per capita (PCI)* does not exceed S$3,300 or demonstrate financial difficulties.
Award recipients will be required to serve a 5-year bond by practising family and/or criminal law in a Singapore law practice upon graduation and admission to the Singapore Bar.
