Synopsis

BPM213 Procurement Management provides students an understanding of the procurement process for construction projects. It covers tendering procedures and the preparation of tender documents. Topics include traditional procurement methods, design & build, management contracting, comprehensive contracts, two-stage tendering, etc, evaluation and award. Writing of simple specifications and descriptions for works and services will also be covered.

Trainer Info

Mr John Chan holds a Bachelor of Science (Building) from Heriot-Watt University and a Master of Design from the University of New South Wales. He brings over 42 years of teaching experience from Singapore Polytechnic, where he served as Senior Lecturer in the School of Architecture and the Built Environment, specializing in project management, contract administration, quantity surveying and construction technology. Before joining academia, he worked at Lim Kah Ngam Construction, focusing on tender planning, quantity surveying, and contract administration. He has also provided consultancy services in quality system audits, construction assessment, and QS related training for organizations such as BCA Academy.

Ms Chua Bee Gee holds a Master of Science in Project Management and a Bachelor of Science in Building from the National University of Singapore. She has extensive experience in project and facilities management, procurement, and quality and safety systems, having held management roles at Singapore Polytechnic. She also undertook industry attachments with major organisations such as CapitaLand and Surbana Jurong, where she gained practical experience in procurement strategies, digital facilities management, BIM implementation, and sustainability initiatives.

Mr William Lim holds a Master of Science in Project Management and a Bachelor of Science in Building from the National University of Singapore and is professionally accredited by the Society of Project Managers Singapore and is also a Green Mark Advanced Accredited Professional. With over 20 years of project management experience, he currently serves as Project Director at RLB Consultancy, leading major developments such as the Mandai Park Redevelopment and LASALLE Campus Extension. His career spans senior leadership roles across consultancy, public, and private sectors.

Ms Daphne Lee holds a Master’s in Project Management and a Bachelor’s degree in Building from the National University of Singapore, and is a professional member of the Royal Institution of Chartered Surveyors (RICS). She brings over three decades of experience in the building and construction industry, having progressed from Quantity Surveyor to Executive Director at AECOM Cost Consulting, where she led major bids and high-value projects across Singapore and overseas. She currently has her own Quantity Surveying firm – D. Lee Consultancy and Management. Ms Lee also contributes to professional education as a part-time lecturer at National University of Singapore, teaching procurement and contract administration.


Course Completion requirements

  • Participants are required to achieve at least 75% attendance and pass any prescribed examinations/assessments or submit any course/project work (if any) under the course requirement.
  • Participants are required to complete all surveys and feedbacks related to the course.
