Financial Aid
There are various types of financial aid available to students who need financial assistance.
The Higher Education Student Loan (HESL) is a Government education loan for students who need assistance to finance their tertiary education when they pursue approved MOE-subsidised undergraduate programmes at SUSS. This scheme will commence from 1 July 2026 and replace the existing Tuition Fee Loan (TFL) and Study Loan (SL) which will now be merged under the new loan scheme.
SUSS has stopped accepting new TFL and SL applications from 1 June 2026 i.e. last day of application on 31 May 2026. Students who wish to apply for a loan after the cut-off date can apply for the HESL from 1 July 2026.
The components of HESL for part-time Singapore Citizen undergraduates are as follows:
- Base Provision
- Means-tested Provision: Balance Fee Coverage (BFC)
Eligibility
The HESL is available to subsidised Singapore Citizens (SC) pursuing part-time MOE-subsidised undergraduate programmes at the University.
The following categories of students are not eligible for HESL:
- Students receiving Government/Statutory Board/SUSS scholarships which cover 100% tuition fees
- Students who are not Singapore Citizens, i.e. Permanent Residents or Other Residents
The total loan amounts (from both the HESL and other loans) should not exceed 100% of tuition fees payable by the student.
Loan Quantum
The base provision of HESL covers up to 90% of the subsidised tuition fee payable by SC, while the BFC covers the 10% of the remaining subsidised fees payable for SC students not covered by the base provision. Other miscellaneous fees are not covered by HESL.
Eligible students can decide if they want to take up the base provision only, or the base provision and BFC.

Guarantor
You will need a guarantor to apply for HESL. The guarantor must be:
- A Singapore Citizen
- Above 21 years but not exceeding 60 years (at the point of loan application)
Must not be an undischarged bankrupt.
Repayment
The repayment terms are as follows:
- Repayment of the loan can be made in one lump sum or by equal monthly instalments, commencing not later than 1 year after graduation.
- The minimum amount of repayment is S$100 per month and the maximum repayment period is 10 years.
Interest Rate
HESL is interest-free during the course of study, with Interest commencing after the borrower's graduation or leaving the institution.

The interest rates above will be revised on a half-yearly basis based on the 3M SORA published on the Monetary Authority of Singapore’s (MAS) website on 1 March (for the period 1 April to 30 September) or 1 September (for the period 1 October to 31 March of the following calendar year). For instances where 1 March and/or 1 September falls on a weekend and/or a public holiday and rates are not published by MAS, the interest rate will take reference from the 3M SORA published on the Singapore business day before. You can visit DBS website for the applicable interest rates on every 1 April and 1 October.

To Apply:
Students who wish to apply for the HESL can do so via the new StudentLoanSG (SLSG) portal (address: https://go.gov.sg/slsg), which will also be launched on 1 July 2026 10am. As a start, the portal will accept HESL application from the following students who can use their Singpass account:
- Newly matriculated students in Academic Year (AY) 2026 intake; and
- Existing students (before AY2026 intake) who do not have TFL and SL for their current course of study.
- Please visit StudentLoanSG and login with your Singpass to submit your HESL application. Please submit your application by the stipulated submission deadline above.
- Please be informed that you and your guarantor are required to complete the HESL application via StudentLoanSG. Otherwise, your application will be considered as incomplete.
- Applicants applying additionally for BFC are required to apply with SUSS first for means-testing, before submitting an application for HESL via StudentLoanSG.
- Applications submitted for the Means-tested Provision without the complete set of supporting documents will be deemed as incomplete and will not be processed.
For existing students who have already taken up TFL and/or SL will continue to receive their current loan provisions. No action is required from you. However, if you wish to apply for new or additional loan provision under the HESL scheme, please approach SUSS Financial Aid Department at [email protected] for advice and assessment of needs from 1 September 2026. Students may apply for HESL in the SLSG portal from 1 September 2026, if they are found suitable.

The Higher Education Bursary (previously known as MOE Bursary) is funded by the Singapore Government and provides financial assistance to needy Singapore Citizens pursuing their first MOE-subsidised undergraduate programmes at Singapore University of Social Sciences (SUSS). How to Apply (Important Information Starting from the July 2026 Semester)
To apply, you need to submit your e-application by one of the stipulated closing dates.
Starting from the July 2026 semester, all income information required to assess bursary applications will be automatically retrieved from the Government’s Household Means Eligibility System (HOMES).
Please note the following:
(1) If you and/or your family member(s) have applied for any of the Government schemes listed here in the last 6 months from the point of your bursary application, you will not need to upload any additional supporting documents for your bursary application.
(2) If you and/or your family member(s) have other sources of assessable income reflected in the latest IRAS’s NOA, please declare this under the eApplication field “Other Sources of Income to Cover Family Expenses” and upload the consent form completed by all household members and NOA under the eApplication field “Other Supporting Documents”. Example of taxable income can be found on the IRAS website under the “ Income from other sources” section.
This uploading of consent form and supporting documents is mandatory if you have these other sources of assessable income, even if you have applied for the Government schemes in the last 6 months indicated under (1).

Applicants will be notified of the outcome via email. The decision of MOE and SUSS is final and binding, and no appeal will be entertained.
* You should submit your financial aid application within the application periods. However, if you are in need of financial assistance outside the application periods, you may write to the University, quoting reason(s) and providing supporting documents for your application.

SUSS Education Access Initiative
At SUSS, we believe that financial barriers should not prevent aspiring individuals from reaching their full potential. The SUSS Education Access Initiative provides eligible students enrolled in our Part‑time Undergraduate programmes with full coverage of tuition fees— up to an amount equivalent to the subsidised fee for a Singapore Citizen (SC) student*.
This initiative is designed to support students from financially disadvantaged households, specifically those with a gross monthly household Per Capita Income (PCI) of $1,375 or below and reside in a 5‑room or smaller HDB flat. Under this scheme, your tuition fees will be funded by a combination of your Higher Education Bursary (HEB) monies and other funds from the University.
Upon awarding, eligibility for award continuation is reviewed each subsequent academic semester, subject to your eligibility for the HEB.
*If you are not enrolled in the SUSS programme under subsidised tuition fee, the scheme will only cover up to the amount equivalent to the subsidised tuition fee for a SC student. You will be required to pay the remaining balance tuition fees.

How to Apply
To be considered for the SUSS Education Access Initiative, student only need to submit a complete Higher Education Bursary (HEB) e-application together with the supporting documents by the stipulated closing dates. The HEB application will be used to assess the student's eligibility for the SUSS Education Access Initiative. Applications without supporting documents will be deemed as incomplete and will not be processed.

The study grants are open to students with good academic records (for new students or have made satisfactory progress towards completion of his/her academic programme (for existing students).
The study grants are not available for students applying to the Law programmes.
SUSS Study Grant
The SUSS Study Grant provide to needy students studying at the University. The study grants only for undergraduate programmes. Monetary in nature, they are on financial needs.

This study grant is made possible by Dr Tan Lee Siang. Dr Tan was a teacher at Anderson Primary School and served as the president of the Chinese Teachers Literary Recital Society. She completed all her higher education degrees at SUSS, fulfilling a lifelong dream after overcoming a challenging childhood. As someone who deeply values learning, she hopes to support students from disadvantaged backgrounds in completing their education, enabling them to pursue fulfilling careers and give back to the society.
Albert Wong Study Award
This study award is made possible through the generosity of Mr Albert Wong. He wishes to encourage financially disadvantaged students at SUSS in their pursuit of knowledge and hopes that in the future, the community of award recipients will also give back to society and help others.
Chan Lai Yee & Chan Ching Yee Study Grant
This study grant is made possible by the generosity of an anonymous donor and is named in memory of her late sisters. The donor hopes to support part-time undergraduate students at the S R Nathan School of Human Development - Counselling, Early Childhood and Social Work programmes by easing financial burdens and encouraging continued learning and growth.
Chan Peck Hong Family Study Grant

Chan Yat Fai Study Grant
This study grant is made possible by the generosity of Dr Esther Tan to honour her late mum, Ms Chan Yat Fai. Dr Tan served as a Programme Advisory Committee member for the Counselling programme. She played a key role in launching the bachelor’s degree in Counselling at SUSS in 2007 and later the master’s degree in 2010. JCS-Echigo Study Award
This study award is made possible through the generosity of JCS-Echigo Pte Ltd. The company provides automation services for the electronics sector, specialising in the manufacture of precision cleaning machines with a particular focus on the Hard Disk Drive industry. In the early 2000s, JCS also established a presence within the medical device sector. Today, they have developed an extensive international network, with sales and technical support offices in Thailand and Malaysia, as well sales network across Southeast Asia and the United States. The donor wishes to encourage students to pursue lifelong learning and hopes that future award recipient will give back to society and help others.
The JCS-Echigo Study Award, valued at $1000 each, are provided to first year undergraduates with financial needs from the School of Science and Technology, Built Environment cluster (i.e., Building & Project Management, Events Management, Facilities Management and Human Factors in Safety and Workplace Safety and Health).
Lembaga Biasiswa Kenangan Maulud (LBKM) Study Award
This study award is made possible through the generosity of Lembaga Biasiswa Kenangan Maulud (LBKM). LBKM is dedicated to providing bursaries and scholarships to deserving students. Since its founding in 1965, LBKM has focused on uplifting the community through access to education. It is also a youth-centric organisation, emphasising youth development through various engagement programmes. LBKM continues to be a key pillar of support for the Malay and Muslim community, providing vital financial assistance to students and empowering them to pursue their dreams and aspirations.

Although Mr Lee passed away in 1967, he left half of his fortune to the Lee Foundation to ensure the continuation of his philanthropic legacy. The Lee Foundation was established with Mr Lee's capital sum of $3.5 million, focusing on supporting Singapore’s education, healthcare, welfare, social causes, and cultural development.
The Lee Foundation is providing study grant valued at $1,000 each to deserving part-time undergraduates with a monthly household Per Capita Income (PCI) of not more than the prevailing Higher Education Bursary Tier 2 income eligibility criteria.

Light of Wisdom Study Grant
The aspiration of the Light of Wisdom Fund is for beneficiaries to cultivate Compassion, Loving-Kindness and Wisdom in self and others for the benefit of all Sentient Beings.
Under the Light of Wisdom Fund, study grant will be provided to deserving undergraduates (Singapore Citizens or Permanent Residents) with financial needs. Recipients must have a monthly household per capita income (PCI) of less than $1,375.
Masonic Charitable Fund - Baey Lian Peck Study Grant
This study grant is made possible by the generosity of the Masonic Charitable Fund (MCF) in collaboration with the family of the late Dr Baey Lian Peck. Dr Baey was a prominent Singaporean entrepreneur and public servant who made significant contributions to the nation's development. After achieving considerable success in business by the age of 38, he chose to dedicate his efforts to public service, often declining remuneration to maintain his independence. Dr Baey's commitment to social service extended to co-founding NTUC FairPrice and contributing to the establishment of INTRACO, enhancing Singapore's trade capabilities.
Masonic Charitable Fund - R Rawlings Horsburgh Lodge Study Grant
This study award is made possible by the generosity of the Masonic Charitable Fund (MCF) and co-funding from Mr Robin Rawlings, a senior Freemason and Brother of Horsburgh Lodge. It was established in 2021 to provide annual bursaries to financially disadvantaged part-time undergraduate students at SUSS.
Mapletree Study Grant
This study grant is made possible by the generosity of Mapletree, which focuses on global real estate development, investment, capital, and property management. Its diverse portfolio spans various real estate asset classes across 13 markets. The group also manages three Singapore-listed real estate investment trusts, along with nine private equity real estate funds across the Asia-Pacific, Europe, the United Kingdom, and the United States.
Mind the Gap 200 Study Grant
Mind the Gap 200 Study Grant was made possible by a group of donors who established the Mind the Gap 200 Fund at The Community Foundation of Singapore. Spearheaded by Mr Tow Heng Tan, the Mind The Gap 200 Fund aims to support the education and other social sectors across Singapore.

This study grant is dedicated to supporting financially disadvantaged Singaporean students enrolled in part-time undergraduate programmes at SUSS. Ng Liew Peng Study Grant
This study grant is made possible through the generosity of Ms Ng Liew Peng. She wishes to support students at SUSS in their pursuit of knowledge and hopes that, in the future, grant recipients will give back to society and support others in turn.
Patrick H M Loh Study Grant
This study grant is made possible through the generosity of Professor Loh, Chairman and Co-Founder of Singapore Sciences and SinoAgro Group. A pioneering plant scientist and bio-entrepreneur, he has contributed significantly to agricultural innovation across ASEAN. With nearly three decades of academic and industry experience, he holds distinguished roles at institutions including Murdoch University and the National University of Singapore. Honoured with national awards such as the BBM and PBM, Professor Loh continues to inspire through his work in research, education, and public service.
Tian Li Study Award
This study award is made possible through the generosity of Ms Chan Bee Hoon, who is committed to supporting financially disadvantaged students at SUSS in their pursuit of lifelong learning. She hopes that, in the spirit of giving, recipients of this award will one day be inspired to give back to society and support others in need.

Vincent Siow Mun Chan Study Award
This study award is made possible through the generosity of the family of the late Mdm Siow Fung Wai Ying Family in honor of her late husband, Mr Vincent Siow Mun Chan. Mdm Siow is a passionate supporter of community causes throughout her life. She had stipulated part of her estate portion of her inheritance to be didicated to charitable purposes, with a focus on education, healthcare and supporting the elderly. The Vincent Siow Mun Chan Study Award shows the iniciatives that reflects Mdm Siow's deep belief that education empowers individuals.
Yangzheng Foundation Study Grant
This study grant is made possible through the generosity of the Yangzheng Foundation. In 1905, the Cantonese community established Yeung Ching School (养正学校) in Chinatown to provide primary education, with "养正" symbolising the nurturing of young minds with proper values. In 1990, the trustees transformed the school into the Yeung Ching Foundation (now the Yangzheng Foundation), expanding its societal contributions. The Foundation focuses on promoting education in Singapore, supporting needy students, and aiding charitable organisations in social development. Many schools, universities, hospitals, and other charities have benefitted from its support.
Tenure of Study Grant
Each study grant is given only for the semester in which it is awarded and used to pay the course fee of that semester. There is no bond attached to the study grant.

Cortina Watch Study Awards
This study award is made possible through the generosity of Cortina Watch, founded in 1972 by Mr Anthony Lim. After opening its first store in Singapore, the company expanded into Malaysia within a decade and later ventured into other growing markets - including Hong Kong, Thailand, Indonesia, and Taipei - establishing itself as a respected name in luxury timepieces across the region. Cortina Watch would support SUSS student in the Translation and Interpretation programme, reflecting its commitment to recognising academic achievement and nurturing future talent.
Value of Award
Each Study Award is valued at S$1,000 to deserving undergraduates in the BA Translation and Interpretation programme. Preference will be given to students who do not enjoy MOE subsidies.

Henry Tay Award
This study award is made possible through the generosity of Dr Henry Tay. Dr Tay founded The Hour Glass in Singapore and has served as its Executive Director since then. The Hour Glass is a prominent luxury watch retail group with boutiques in Singapore, Australia, New Zealand, Malaysia, and Thailand. Dr Tay has also been involved in the social service sector, serving as a Committee Member of the Community Chest from 1992 and as Vice-Chairman from 1994 to 2004. He has received numerous public service awards, including the Friends of MCDS Award (2002), the President’s Social Service Award (2005), and the Community Chest Special Recognition Award (2015).
Henry Tay Award is open to deserving Singapore Citizen undergraduates with financial needs from Bachelor of Social Work or BSc Psychology programmes.
To be eligible for the grant, students must meet the following criteria:
- Part-time undergraduate student from Bachelor of Social Work or BSc Psychology programmes;
- With financial needs based on MOE’s prevailing per capita income (PCI) tiering – Tier 1, 2, 3
Each study award will cover the student’s tuition fees for the semester or the tuition fees minus amount offset by other study grants/awards (if applicable).

Octava Foundation Study Award
This study award is made possible through the generosity of the Octava Foundation, a private grant-maker based in Singapore. The Foundation is committed to empowering children and youth by providing equitable opportunities to succeed regardless of socio-economic background. It supports programmes that improve learning, build skills, and enhance employability for underserved young people. It also offers bursaries through study awards to help motivated youth from underserved communities access and complete tertiary education.
Value of Award
Each Study Award is valued at S$8,000 each (total amount for 4 academic years) to eligible youths who are pursuing part-time undergraduate programmes at SUSS.
To be eligible for the study award, student must meet the following requirements:
- Hold an ITE qualification
- Current part-time undergraduates who are in their 1st semester of studies, or prospective students who will be enrolling in a part-time undergraduate programme at SUSS

This study grant is made possible through the generosity of the S R Nathan Education Upliftment Fund, established by the late S R Nathan, Former President of Singapore, to support students through education. Abdul Rahim Ali Study Award
This study award is made possible through the generosity of the nephews of the late Mr Abdul Rahim Ali. In honour of their uncle, a dedicated educator who devoted his career to shaping young minds, the family established this fund to carry forward his lifelong commitment to education. Mr Aznan Ghazali, one of the nephews, shared that the award reflects the family’s wish to preserve Mr Abdul Rahim’s legacy by supporting SUSS students in their pursuit of knowledge. Elizabeth and Anthony Prakasam Trust Study Award

This study award is made possible through the generosity of Mr Silvester Prakasam and is named in memory of his late wife and son. Mr Prakasam has over 20 years of experience in developing automatic fare collection systems for rail and public bus networks. Since 1994, he has played a key role in conceptualising a contactless smart card system for public transport, which later became the EZ-link card. This study award is made possible by the Sim Foundation, established by Mr Sim Hoay Cheok (沈怀祖)who is inspired by Lee Kong Chian's philanthropic contributions to education. The Pay It Forward Award is intended to provide additional financial support to students. The Award, disbursed as cash to recipients, can be provided to cover the following:
(1) out-of-pocket costs incurred for overseas learning trips

(3) expenses incurred for the participation in competitive sports, as endorsed by the University.

SUSS Tech Grant
The SUSS Tech Grant is designed to provide financial assistance to SUSS students for the purchase of technology-related items essential for their academic needs. These items include technological devices, such as laptops, tablets, and any other technology-related devices or software deemed eligible by SUSS.
Note: Software programmes like Microsoft Office, Adobe, SPSS, etc., are not covered under this grant.
Eligibility Criteria
- Open to full-time and part-time undergraduate students who are Singapore Citizens (SC) or Permanent Residents (PR).
- A maximum of 20 grants will be awarded per semester.
- Students must meet the income criteria: Monthly Household Per Capita Income (PCI) ≤ S$1,000.
- Students who meet the criteria may contact Student Life at [email protected] during the application period.
- Students who do not meet the income criterion and have a CGPA of 3.0 and above may apply for the Pay It Forward Award (Laptop Assistance Scheme).

The SUSS Student Care Fund aims to provide contingency financial grant for students facing sudden or immediate financial hardship, arising from unexpected family and life situations. The fund is made possible through the generosity of a group of donors. By alleviating financial stress, it enables students to focus on their academic journey and personal development.

Value of the Grant
The value of the grant for each eligible recipient is $1,000 which will be given as outright cash via PayNow (NRIC).

How to Apply
Application for SUSS Student Care Fund is open all year round. To apply, please click here to submit your online application with supporting documents. Applications without supporting documents would be considered incomplete and will not be processed.
Applicants will be notified of the outcome via email within 2 weeks of your application.
Please note that applications received after 15 December of each Academic Year will be considered for the following January semester. For example, for applications received after 15 December 2026, they will be considered for January 2027 semester.
The University reserves the right to amend the terms and conditions for the grant or to terminate this financial aid at its sole discretion without prior notice.
For non-Singapore Citizen students (e.g Permanent Residents) pursuing Part-time programmes and requiring assistance in financing their tuition fees, there are other loan options offered by the banks. As these loans are not administered by SUSS, please contact the banks directly for details

In support of Singapore's continued focus in encouraging marriage and parenthood, all part-time adult students will qualify for two free courses when they get married or have children during their programme of study.
Please note that the Marriage and Baby Bonus Scheme will cease from July 2027 semester onwards.
Eligibility
- They must be a Singapore Citizen or Singapore Permanent Resident
- They must have registered their marriage on or after the implementation date of the scheme, which is 23 July 2018 and during their programme of study
- Their child/children must be born/adopted on or after the implementation date of the scheme, which is 23 July 2018 and during their programme of study
Both husband and wife are eligible for the scheme individually, if they are both students of SUSS.

The Post Secondary Education Account (PSEA) scheme helps parents save for their children's post-secondary education by maintaining a Post-Secondary Education Account (PSEA) for each eligible child. This is part of the Government's efforts to encourage every Singaporean to complete his post-secondary education. It also underscores the Government's commitment to support families in investing in the future education of their children, and to prepare them for the economy of the future. PSEA is not a bank account. It is administered by the Ministry of Education and is open automatically for all eligible Singaporeans.
Students may apply to use their own or their siblings' PSEA to pay fees to be incurred at Singapore University of Social Sciences, among other approved institutions.

The Yellow Ribbon Fund STAR (Skills Training Assistance to Restart) Bursary is targeted at low-income ex-offenders who are keen to pursue a tertiary education. It provides financial support by funding its beneficiaries' tuition fees. Since 2010, the Bursary has allowed its beneficiaries to build viable futures for themselves and their families through skills upgrading, which enhances employability and encourages self-sufficiency.
