Eligibility

Bidders are to fulfill the following critical criteria for their submissions to be further evaluated:

• Registration with BCA's Public Sector Panels of Consultants (PSPC).
  Architect (AR01/Panel 1), Civil and Structural Engineering (CS01/Panel 1), Mechanical and Electrical Engineering (ME01/Panel 1) and Quantity Surveying (QS01/Panel 1).
  
  
• Debarment Status
  Not suspended or debarred by SUSS or Standing Committee on Debarment c/o Ministry of Finance, from participating in the University's tender opportunities or public sector tenders respectively or be facing any disciplinary action.
  
  
• Tender Briefing
  Tenderer comprising the Lead Member and all its Consultant Team Members, must have attended the compulsory tender briefing. 

The University reserves the right to disqualify any Bidder that is assessed to be financially inviable to undertake the Contract; or involved in any actual or threatened ligitation or winding up proceeding, or a petition for or placed under judicial management.

Compulsory Tender Briefing

A compulsory tender briefing will be held on 21 March 2024, 10:00AM at Singapore University of Social Sciences, 463 Clementi Road, Block C – Level 6, Seminar Room C.6.12/13, Singapore 599494. 

To register for the tender briefing, firms must submit a Purchase Expression of Interest via SUSS’ designated electronic tender platform “TenderBoard”, no later than 15 March 2024 (5:00PM). Walk-ins will not be accepted for the tender briefing.

For firms which have not registered an account with TenderBoard, please email procurement@suss.edu.sg with information on your firm's name, UEN no., contact number, and official email address to receive an invitation link to participate in the Purchase Expression of Interest on TenderBoard. This invitation link does not constitute an account registration. Firms that wish to respond to this Invitation to Tender after Tender Briefing are strongly advised to register a TenderBoard account to submit their offer.

For tender briefing registration, firms must submit a Non-Disclosure Agreement (NDA) signed by authorised personnel and a copy of the ACRA Business Profile for verification. Eligible firms will be notified via email on confirmation to attend the tender briefing no later than 18 March 2024 (5:00PM).

Each firm is restricted to a maximum of two (2) attendees for the Tender Briefing. If firm is representing more than one discipline (Architect/Civil & Structural/Mechanical & Electrical/Quantity Surveyor), a maximum of two (2) attendees are allowed for each discipline.
