History and Development

The birth of Singapore University of Social Sciences took more than a decade of meticulous planning and preparation. The seeds were first sown in 1992 when the Ministry of Education appointed the Singapore Institute of Management (SIM) to run the Open University Degree Programme (OUDP) in collaboration with The Open University of the United Kingdom (OUUK).

In time, the OUDP was granted accredited status by the OUUK and re-named the SIM Open University Centre, with greater autonomy in designing and directing its academic programmes. Thus began the process to achieve the vision of transforming the Centre into a full-fledged university.

In January 2005, SIM University – Singapore’s first and only privately-funded university – was formed. On 14 April 2005, SIM University was formally registered and commenced classes with its first student intake in January 2006.

On 12 October 2016, the Government announced its proposal for SIM University to be Singapore’s sixth autonomous university. This proposal was presented to and accepted by members of SIM on 10 November 2016. Effective 1 January 2017, SIM University was no longer a member of the SIM Group; the University came under the ambit of the MOE.

On 17 March 2017, SIM University was re-named Singapore University of Social Sciences, as part of its restructuring to be an autonomous university.

On 1 April 2019, Institute for Adult Learning (IAL) became an autonomous institute of SUSS. Both entities enable a synergistic collaboration as IAL brings to SUSS its expertise and experience in adult learning and Continuing Education and Training (CET), while SUSS provides an ecosystem of resources and experts rooted in academic rigour.
